I match my sens by 0% MDV, with around 41cm/360. I've also matched my desktop/wps to this sens. In some games that factor wps into their sensitivity I have a pixel ratio of 1.0321 pixels/count. Will a value this low be able to cause pixel skipping or any of the other issues of pixel ratios over 1 have?

No, this is not an issue. Around 3-4 on 1080p is where it starts to be really noticeable. And if you're on 1440p or 4k, then even 2-3 will not be an issue.

Even so, staying around 1 is usually preferred.

Did you have a hard time finding a sens & DPI combo that matched the Desktop in Halo MCC, due to it only accepting values that are accurate to 1 decimal place?

Not for hipfire, I got that pretty much spot on. But that's just by chance.
