I want to convert my sensitivity from CS2 to Delta Force and also carry over the exact same aiming feel. What conversion method should I use? In CS2 I play on a 4:3 (stretched) aspect ratio, but in Delta Force I'm using 16:9. If I want to match the feel, do I need to increase the horizontal sensitivity? My sensitivity in CS2 is 1.2 and my zoom/scope sensitivity is 1. How should I set everything up in Delta Force?

You have two options depending on whether you want to keep the vertical or horizontal sensitivity the same, since one is stretched and the other isn't.
