Sometimes, in an old game, or for a certain scope that is not included in the website, if I want to determine the 360 distance a little bit accurately, is it that I could only use rulers? Is there a better way to find it out, with programs, or to calculate it with values found in game files, or is it possible to simulate mouse to generate counts?

You can use this program, but note that in many cases settings such as partition size and frequencies has to be tuned to work with the game. If it moves too fast or with too large partitions, the results will be wrong.

thx a lot. And I've heard that Arduino could do the work? like generating 8000 counts for 800cpi, 10 inches?

Yes, that will work as well. The only benefit compared to the program I linked or using scripts like Logitech LUA, is that it works for games that blocks such scripts and programs.
