I just changed from the old system to the "new" system on Siege with all Scopes on 50. im Trying to convert to PUBG but it feel wrong when i input the values.

4x Scope on Siege is just 45cm in 360 distance and on PUBG it is 120. Can that be correct?

You can never rely on the stated scope powers, it varies wildly how the games scale the scopes. If you instead look at the VFOV, you'll see that the 4x in R6 is 26.1 degrees, while the 4x in PUBG is only 9.2 degrees, so almost a third. The 4x in PUBG is closer to the 12x in R6.
