Thank you! For some reason the arrow keys don't do that for me and instead will navigate the menu, but I was able to use my controller dpad to move the slider in 0.01 increments.

The game doesn't seem to write the sensitivity to a file, not sure if there's a file containing an offset or multiplier that can be adjusted. But you can use the arrow keys to move the sensitivity slider in 0.01 increments when you hover over the sensitivity

This game has too much smoothing even with all the Unreal Engine 2 fixes applied, so it can't be added.
