Apex uses MDH 0% as the scaling factor for scopes. The scalar is a multiplier to the base sensitivity, and not the scaling factor. And since it is applied to all scopes this means that any other conversion than 0% will be different depending on the scope. So in your case MDV 172.8% is 1.169931 for ADS (ironsight) but 1.434049 for 10X. In other words you can only perfectly match one scope/aim to your preference, and all the others will just have to be what the game scales them to.
Hopefully they will address this in a future patch!

If you want 172.8% vertical match then just use 172.8% for the mod.
I do wonder how you arrived at this exact % though.

You set it in the config file to whatever got calculated. In my example above it says under COD:
Multiplier 1: mouse_ads_yaw_ads_multiplier="0.47249"
I looked at your other posts and found your settings: Overwatch 13.01, 49.05% scope, 1200 dpi. If you wanted to try it the same way I did, first you get your COD hipfire sensitivity using cm/360 (called 360 distance in calculator):
So your hipfire sens for Black Ops 4 is "12.99880".
Now let's check ADS sensitivity:
So set your mouse_sensitivity="12.99880" and your mouse_ads_yaw_ads_multiplier="1.29451" in CORRECT COD config.ini, change ADS mode in game options to Legacy, and you should be all done. However I can't promise it will feel any good, your sensitivity is like 4 times faster than mine to begin with, unless you have no desk space I would consider trying like half of it for a while to see how it feels. I know this is not what you asked, but this is an EXTREMELY high sensitivity. I think you'd benefit a great deal from slowing your mouse down about 25% of what it is. Not kidding at all. It'll be a revelation to you.

49 for Widowmaker is close to 100% MDH, so it's best to do it this way (all in one conversion):

unfortunately the calculator assumes that you leave the coefficient at default 1.33
but then your ads sens would only be correct with a reflex sight.
since you want it to be correct with every sight you should leave the ads multi at 1 and instead change the coefficient to 1.72

in the conversion setup set everything to "monitor distance vertical 178 %" = MD coefficent for bo4
convert from overwatch all to bo4 all with ads
you will see that your widowmaker sens should be 49.54. if you really want it 49 then use 172 % for everything.
if you want to use a higher fov in bo4 the calculator will scale your sensitivity accordingly.
